You could start the server under strace and see exactly which
underlying call fails, and what its arguments were.

stop Apache
strace -f o /tmp/strace.out apachectl -X
recreate
interrupt with control C
Look for EACCES towards the botom of /tmp/strace.out and share some of
the surrounding context here
