Dear,

May be have a look at the RewriteRule [P] flag and RewriteCond with 
%{TIME_(HOUR|MIN|etc)}.
For example:

RewriteEngine On
RewriteCond %{TIME_HOUR} <12
RewriteRule (.*) http://url/$1 [P]
