Do we want to start a quality vote for DM 1.3 on dev@  to upgrade it to GA?

(iBATIS, like Apache HTTPD, Tomcat, MySQL, and others, use a
"milestone" release process. We distribute the build as an Alpha or a
Beta, and then if no issues are found, we upgrade it to GA or
"stable".)
