I think, a separate list for JIRA notification is needed,
as they are more important, than other ones.
notifications@ignite.apache.org may still aggregate all automatically
generated
messages from all sources.

So, I'm for stopping sending JIRA messages to the dev list, and sending them
to notifications and issues lists instead.
