Here are some basic design goals we should strive for:

- components should be allowed to control tab order of it's rendered
widgets
- when a region is embedded in a component tree the tab order of the
region should be relative to the surrounding components
- should be possible to dynamically change the tab order using ppr

Are the any other factors we should consider?

May not work (or may just be plain stupid), but couldn't people use
tabIndex
as normal, except Trinidad components would multiply the value by 10 to
make
space for multi-tabstop components.  Doesn't handle includes/regions
though!
