What do people envision for the first step for this ticket?

I'm thinking that we should create a .net configuration service like php.  then we could add
the .NET enpoints/config to the DB tables that are already in place.

Is this the same thought you were thinking Shankar?  or did you have something else in mind
for unifying things.
