Recap from the f2f discussion: 

We will try to implement a rebase operation purely based on the journal. Such an implementation
could live in oak-core right on top of the Microkernel API or in the Microkernel right below
the Microkernel API. We can then decide later based on actual evidence into which module we
want to include the rebase logic.
