I'm not too happy with this approach but I don't have a better solution ATM. What I ideally
would like to have is a mechanism where you could build and deploy the site - alternatively
with or without Javadoc - from the {{oak-doc}} module. But this doesn't work as there doesn't
seem to be a simple way to create the aggregated Javadoc from any other place than from the
reactor. Building from reactor comes with its own set of problems though: `mvn clean install`
doesn't work correctly as the reactor would run before {{oak-doc}}. So any Javadoc created
by the reactor would get removed again during the {{clean}} life cycle of {{oak-doc}}.  A
workaround is to run `mvn clean` followed by `mvn install`. 

So I think we should go with your patch but clean it up a bit as it changes the semantics
of {{site-with-javadoc}} from "include Javadoc" to "build oak-doc". I'll come up with a proposal
later.
