Proposed patch [^OAK-2605.patch].

The patch copies {{ReversedLinesFileReader}} from {{commons-io}} including the fix for IO-471.

[~lreis], could you quickly cross check the patch whether I correctly incorporated all your
changes. Also do you think we could add a unit test for this? Could you attach one to IO-471
if so? I would then port it over to Oak until we get IO-471 fixed.
