Chetan Mehrotra resolved OAK-3137.
       Resolution: Fixed

For above query PathRestriction is ALL_CHILDREN, '/'. Technically this is equivalent to no

If {{evaluatePathRestrictions}} is enabled then IndexPlanner was returning a plan thinking
that it can at least evaluate the path restriction. However that would result in iterating
over whole index for above query. Fixed that by treating (ALL_CHILDREN, '/') as NO_RESTRICTION

Fixed in trunk with http://svn.apache.org/r1693050
