does it even make sense to run the {{check}} against an external datastore? I would argue
the binary verification flag makes sense in the case where the binaries are stored inside
the segmentstore, if they are external, then what would the check verification do?

attaching a proposed patch that at allows the check operation to run against repos with external
stores by basically skipping external binaries if needed. [~mduerig] thoughts?

We should probably add such an option. Or/and ensure the check works probably for a segment
store with external binaries even if no data store is present.
