FWIW we should not be adding repositories to our poms, it makes builds unpredictable. See
http://central.sonatype.org/pages/requirements.html, especially

I suspect that the ones that are able to make this work use a Maven repository mirror (Nexus/Artifactory)
that has already cached the restlet jars. The litmus test would be building with an empty
.m2/repository folder _and_ without a settings.xml file.

My suggestion is to exclude the restlet dependency from our poms, and additionally file a
bug with the solr project and let them know they are causing issues when depending on jars
that are not deployed on Maven Central.
