Some background on why I introduced the new value in the OSGi config for the SegmentNodeStoreFactory:

When using multiple SegmentNodeStore instances in a single application (eg. with the composite
node store), one instance is used as a global, writeable store, while the rest are read-only.
The OAK-7710 changed the way how the observers are handled in the CompositeNodeStore - the
observers are registered in the global store, rather than being handled manually in the {{CompositeNodeStore#merge()}}
method. However, the observer support is disabled for all the SegmentNodeStore instances created
via the factory. The new config value allows to enable the observer support for selected SegmentNodeStore
instances.
