Subject Drafting the Board Report (was: Re: Board report missing two months)

No problem.
I can help do this, I'm technically still on this PMC, but it should
be someone more active than me who competes the Activity, Issues and
Health sections.

## Description:
 - Description goes here - we can use Eric's previous description, but
we don't have to.

## Issues:
 - TODO - list any issues that require board attention,
  or say "there are no issues requiring board attention at this time" - if
   not, the weevils will get you.

## Activity:
 - TODO - the PMC MUST provide this information

## Health report:
 - TODO - Please use this paragraph to elaborate on why
   the current project activity (mails, commits, bugs etc) is at its current
   level - Maybe rabid dogs took over and are now controlling the project?
