I think that raising delivery status vents is very much part of the
responsibility of the mailets.

Events are triggered as a result of a change of state
Mailets responibility is to change the state, therefore they are
responsible for raising the events.
The container should be responsible for handling the events, possibly as a
delegate called via the Mail itself.

In other words when the state changes notify the Mail that its state has
changed (this is *only* a guestimated opinion, don't flame me).
