Not sure what this means. Is it a need to be satisfied by code or a documentation? 

We can already bypass checks in the mailet chain for 'whitelist'ed senders using matchers
such as SenderIsLocal and SenderIsRegex. Do we need to update the config and/or the docs.
to make this clearer?

What more might a new matcher do?
