I extended the SpoolManagement to cover the functionality you need for RemoteManager (rev
422895).
I suggest to do the parsing of the headers command line ("state:GHOST recipient:*.apache.org")
in SpoolFilter in a factory method like 
public static SpoolFilter createFromCommandLine(String filterCommand) to make it available
to SpoolManagement, too.

Re-assigning to Norman, from whom I borrowed this JIRA ;-)
