We currently treat %<somechar> as excaping for <somechar>, so we translate "%%"
to "%", "%-" to "-" and "%_" to "_".
Instead the RFC says:

A literal "%" is expressed by "%%".
"%_" expands to a single " " space.
"%-" expands to a URL-encoded space, viz., "%20".
---

The fix is trivial in MacroExpand, I already have a fix pending.
