I couldn't find a solution that works with the current set-up where each module has it's own
web-site. I've tried integrating it in site-cms with svn-externals but didn't work. I think
it's too much work for too little benefit. 

In my opinion, the best thing to do is have a single site and group all documentation together.
It will make our life easier: we track 1 site instead of 10+. 
Having the website with the project seems nice but I haven't seen a projects doing it this
way with success. The overhead is too much. 

We seem to be arguing a lot over this and it's not doing us any good. I also wish to do things
well but I prefer something done rather than something done perfect. It's just the two of
us doing work lately so let's work together not against each other.
