Azure multi-part upload is a long-standing TODO, relevant issue from legacy-jclouds:

John would you like to try to fix this?  You can use AWSS3AsyncClient and SequentialMultipartUploadStrategy
as templates.  If you join #jclouds on irc.freenode.net I would be happy to help you with
