IMO this is more about breaking backwards compatibility. As [~shrinand] noted, this will silently
break applications in surprising ways (e.g. appear like data loss) and so should be treated
like any other breaking change -- at least one release heads up, possibly indicate breaking
change by major version change (2.x seems like a good target for this) etc.

1.7.x remains broken in other ways, but at least it is broken in the same way as previous
1.7.x releases. Our preference would be to restore the 1.7.x behavior in 1.8 and make this
change in 2.0 instead.
