Based on bug 645:

Starting with jclouds-1.8.0, it is mandatory to set the "region" for the HPCloud Object Storage
provider. Previously the region and/or the apiVersion was used for choosing the correct endpoint.
With jclouds-1.8.0, simply setting the region is enough. The value of the apiVersion is ignored
when choosing the endpoint. Failure to set the region can result in an arbitrary region  and
therefore an arbitrary endpoint getting selected which may be different from previous jclouds
releases.
