Current `jclouds-azure-compute` implementation requires to use a VirtualNetwork to provision
a VM. The user can specify an existing virtual network or jclouds will create a default virtual
network.

This implementation has a number of limitations:
- virtual network are not strictly required by Azure to create VMs
- VirtualNetworkApi offered by Azure allows only to SetNetworkConfiguration globally (https://msdn.microsoft.com/en-us/library/jj157181.aspx):
if a VirtualNetwork already exists and it is in use, it is not possible to add another virtual
network.

https://github.com/jclouds/jclouds-labs/pull/197 tries to fix those problems, by removing
the strict requirement on the virtual network.
