Why are you using

<dependency>
    <groupId>org.apache.jclouds.api</groupId>
    <artifactId>openstack-neutron</artifactId>
    <version>2.0.1</version>
</dependency>

if your jclouds.properties is 2.1.0 ?

I think

<dependency>
    <groupId>org.apache.jclouds.api</groupId>
    <artifactId>openstack-neutron</artifactId>
      <version>${jclouds.version}</version>
</dependency>

should fix the mvn dependency command
