Yes.

It seems wrong that a 3rd party plugin should displace some of the
JMeter built-in listeners. This is effectively what adding scrolling
does - unless we mark all JMeter built-ins as fixed; would that work?

An alternative would be for the 3rd party plugins with lots of reports
to provide their own menu. Does it really need separate GUIs for each
report?
