Subject [STOPPED VOTE] Scout-1.2.5 Release - 2nd Attempt

Turns out the TCK requires the queryManagerURL to be set, you have to 
pass it in and should not default it which was done in SCOUT-107. So I'm 
going to redo the release one more time.
