You mean that karaf download the artifacts even if they are in system folder ???!! I didn't

i would love to keep the new behaviour, as it doesn't bloat my distribution with stuff i do
not need, but the runtime should not download it then when running.

if it is not a regression this should not block the release, but it should be fixed.
