Issue was coming from fact that framework kar was unpacked *after* all features were installed
meaning that framework features.cfg was overriding already existing configuration which was
valid. Solution for this is to make framework kar first in dependency list:

        <dependency>
            <groupId>org.apache.karaf.features</groupId>
            <artifactId>framework</artifactId>
            <version>${karaf.version}</version>
            <type>kar</type>
        </dependency>
