This new appender will restart the log (cleans it and starts wiritng to it 
from scratch) whenever it is initialized, which is when the caller application 
starts. THis is useful for short-term processes that require qriting to a 
specific file name and that log file is to capture the results of only one 
run. Before rewriting the log, the appender can move the existing file to 
another file using numbering or timestamping techniques.
