Starting XMLSocketAppender from config file

When I try to start an XMLSocketAppender from a config file, it shows up as 
active, but doesn't function.  If I create if from the GUI after Chainsaw 
starts up, it works fine.  Here is the configuration entry:

<?xml version="1.0" encoding="UTF-8" ?>
<!DOCTYPE log4j:configuration SYSTEM "log4j.dtd">

<log4j:configuration xmlns:log4j="http://jakarta.apache.org/log4j/" 
debug="true">

   <appender name="Default" class="org.apache.log4j.ConsoleAppender">
      <layout class="org.apache.log4j.SimpleLayout"/>
   </appender>

   <plugin name="localhost" class="org.apache.log4j.net.XMLSocketReceiver">
      <param name="decoder" 
value="org.apache.log4j.xml.UtilLoggingXMLDecoder"/>
      <param name="Port" value="2222"/>
      <param name="threshold" value="debug"/>
      <param name="RemoteHost" value="localhost"/>
   </plugin>

   <root>
      <level value="debug"/>
   </root>
</log4j:configuration>
