Hello Log4J Dev Team,

My name is Chad LaVigne, I opened a bugzilla issue to add a filter to Log4J that regulates
log message bursts a couple of years ago.  Here is a link to the issue in Bugzilla:

I actually submitted this code initially back in 2006.  Both times the team made a few small
suggestions but overall it seemed like the filter was fairly well received.  However, after
making the requested changes I didn't receive any feedback and the filter never got added
to the code base.  In both cases, I got sidetracked by daily work and never got back to asking
about the status of the contribution.  This filter is now part of the code base for over
half a dozen client projects I've worked that are running in production and each time I add
it to a new project I find myself again wishing it was being maintained as part of the Log4J
project.  Is there any chance that this filter will get added to the project or is it something
the Log4J team just isn't interested in?
