I wonder if it would be easier for end users if the configuration was made with
rate instead of burstInterval:

float rate; // average number of log statements allowed per second
int maxBurst; // maximum burst of log statements

So, if I have this right, internally:

burstIntervalNanos = maxBurst / rate * NANOS_IN_SECONDS

MaxBurst could be made optional with a default something like Math.max(10,
2*rate).
