i have a class that loads a configuration file every time that a webapp
(context) is (re)-loaded
(it's triggered from a ServletContextListener event) so i'd guess that the
reconfiguration you need should be possible.

i'd guess that you'd need to roll your own communication channel between server
and client.
you'd probably want to feed your new configuration down from your server as a
stream.
