I think for "patch available" the idea is to mark issues w/ a patch
pending instead of the [PATCH] which is sometimes used?  But, it seems
sort of silly since it's not automagically set by whether a patch has
been attached to the issue, and people don't "know" to set it.

I have no idea why we have "New"!
