Jason Rutherglen updated LUCENE-2324:

Same as the last patch, however default deletes is added to DW to which deletes are added
to when there are no available DWPTs.  On flush all threads, default deletes is applied to
the last segment with no doc limit.  

TestIndexReaderReopen now passes.
