Need to think about:
- which side should keep track?  The sender or receiver?
- persisting... what happens if we lose power... we want to keep track of what updates we
haven't sent to our peer yet and continue on where we left off
- leader changes... if only the leader is keeping track of where it's peer leader is, what
happens if the current leader goes away?
