I located the heliosearch commit that eliminated the clause limit.  The work I had started
was fairly similar, so I kept my work but pulled the static code block and the additional
test from HS.  Indirectly this will also fix SOLR-6695.

I set the log message about the deprecated parameter at info ... should that be moved to warn?
