Tested again with 5.0.0-RC1-rev1654615
Z:\Desktop\solr (5)\bin>solr start -f
Using Java: C:\Program Files\Java\jre1.8.0_25\bin\java

Java(TM) SE Runtime Environment (build 1.8.0_25-b18)
Java HotSpot(TM) 64-Bit Server VM (build 25.25-b02, mixed mode)
\server was unexpected at this time.

The offending line is solr.cmd line 542 (trunk 557)

Simpy quoting  the set argument does not seem to help here
