Looks to me like only jetty's jars are loaded from {{lib/}}, and since the previously used
orbit version of the servlet-api was jetty's, it could live there and be loaded.  I tried
renaming the symlink to use the {{jetty-}} naming pattern, and that didn't work, so there
must be some other jar validation happening.

I moved the servlet-api jar to {{lib/ext/}}, and then it started appearing on the classpath
of {{java -jar start.jar --dry-run}}.
