Not primarily. Your list is over simplified. Today:
# Realize that there is a plugin for what you want to do

# Read the docs and find and download any dependencies of the plugin

# For each jar required (35 in total):

Not to mention when you want to upgrade the plugin to a newer version, or uninstall it..
