So I tried to reproduce this in geo3d-land exclusively, and coded this:

    c = new GeoCircle(PlanetModel.WGS84,0.006204988457123483,0.003379977917811208,7.780831828380698E-4);
    p1 = new GeoPoint(PlanetModel.WGS84,0.005231514023315527,0.0034278119211296914);
    xyzb = new XYZBounds();
    area = GeoAreaFactory.makeGeoArea(PlanetModel.WGS84, 
      xyzb.getMinimumX(), xyzb.getMaximumX(), xyzb.getMinimumY(), xyzb.getMaximumY(), xyzb.getMinimumZ(),
    // Doesn't have to be true, but is...


The exact point in question shows up as outside of *even* the bounds computed for the circle.
 So honestly I don't know how it wound up getting included?  Unless, perhaps, the descent
decisions were made based on the approximation?
