Good question. This is more-or-less-but-not-quite a simple rename (see illustration below).
The end-user benefit of the change is to make policies such as Lucene's UpgradeIndexMergePolicy
configurable in Solr (see illustration above). The <mergePolicyFactory> element will
also encompass all merge policy related parameters whereas currently <mergeFactor> and
<maxMergeDocs> elements (applicable for some but not all merge policies) can be 'alongside'
the <mergePolicy> element.
