    Description: The SQLHandler should pass through filter queries. This will allow filters
that use QParserPlugins to be included with SQL requests. This enable the combining of filter
queries that perform access control and geo-location with SQL requests.  (was: The SQLHandler
should pass through http parameters that are not directly used to build the SQL request. This
will allow users to add filters that include QParserPlugins onto SQL requests. This will facilitate
the use of qparsers that perform custom access control, geo location, re-ranking etc...
)
