SOLR-10011: Add NumberType getNumberType() to FieldType and deprecate LegacyNumericType getNumericType()

Modify references to getNumericType() to use the new getNumberType(). NumberType is shared
for the different numeric implementations supported in Solr (TrieFields and PointFields).
