[~steve_rowe] I found the sequence in the maven ant tasks that, in combination with the common-build.xml
tasks, cause a double upload.   There seems to be a simple workaround, if you are amenable
to try it.  The workaround is to deploy first, then install locally instead of the other way
round.  It's a simple patch to common-build.xml.

If the workaround seems reasonable to you, I'll submit a patch for it.
