My command (on Windows)

-confname otif_en -confdir "C:\Path\to\output\otif_en"

Note that I cannot reproduce the issue using Zookeeper 3.4.6 and Solr 5.4.1, with exactly
the same command.
We just upgraded to Zookeeper 3.4.10 and Solr 6.6.0

I'll try  Zookeeper 3.4.6 with Solr 6.6.0, and Zookeeper 3.4.10 with Solr 5.4.1, if it can
help narrow things down.
