if a rule is specified as

for instance if a policy rule as follows exists

{"replica" : "#ALL", "freedisk" : "<500", "strict" : false}
{code}
 

If no no nodes have {{freedisk}} more than 500 GB, Solr ignores this rule completely and assign
nodes. Ideally it should still prefer a node with {{freedisk}} of 450GB compared to a node
that has {{freedisk}} of 400GB
