The only remaining item here is patching the last few Maven modules (maven-surefire-plugin,
and maven-bundle-plugin), and switching gmaven plugin to groovy-maven-plugin.  Other than
that, all the old issues are now resolved.

[~erickerickson] should I just withdraw this and create a new one with the small patch (this
ticket has kind of gone full circle!) or should we still keep it as part of this?
