Assignment Name:	Search Engine Consultant (Lucene/ SOLR & J2EE exp.)
Work Location:	Brooklyn, NY
Scheduled Work Hours:	9am to 5pm Monday to Friday
Duration:	12+ Months
Interview: 	In person/ F2F required

Local Law 5 of 2012 sets forth timelines that DoITT must adhere to for
posting material terms of contracts entered into by the City on a public,
online, searchable database.  To comply with this law, the Transparency
Project search application, created as part of the Doing Business
Accountability Project Phase 4, will be leveraged.  The Transparency Project
search application will be updated to include the data elements listed in
Local Law 5 and additional functionality will be added to the application to
improve the user experience.  
Responsibilities include: 
•	Participate in development of systems design emphasizing the search
requirements of the application
•	Expertise in Lucene and/or SOLR, and related search frameworks
•	Coding and designing the search elements of the application
•	Perform unit testing and fixes during testing Phase
•	Document coding and testing efforts
•	Apply industry best practices and follow departmental standards for
•	Create/document deployment and operational procedures
•	All documentation regarding system design
•	Use cases and misuse cases for handoff to QA team
MANDATORY SKILLS/EXPERIENCE Note: candidates who do not have the mandatory
skills will not be considered.
•	At least 8 years experience in building search applications using Lucene
or Solr 
•	A minimum of 4 years experience in Java/J2EE development for large-scale
enterprise applications; 
•	Strong knowledge of major search engines 
•	Strong knowledge of XML Technologies 
•	Familiarity with AJAX, DHTML, JavaScript, CSS; 
•	Experience with relational databases preferably Oracle; 
•	Strong Knowledge of BEA Weblogic, UNIX, Solaris, and Linux 
•	Ability to plan technical architecture and develop documentation; 
•	Excellent oral and written communication skills are required; 
•	Knowledge of NYC Government culture.
References should be provided from at least two former or current clients
where the contractor has performed the same or similar work.  Provide the
name, address, phone number and e-mail address of the reference as well as a
brief description of the work performed.
