You seem to have two questions:

1)  How to write a script to import data
2)  How to schedule that in Windows

For #1, I suggest that you visit the Solr tutorials at http://lucene.apache.org/solr/tutorial.html
to learn what commands might be used to import data.  You might find that you need to add
a tool to your Windows toolkit (e.g., curl or some such).  Beyond that, since only you know
what you want to import and where that is coming from, you will have to do your "homework"
and figure it out.

For #2, this probably isn't the best place to get an answer to that.  Windows does have a
couple of ways of scheduling ("AT" can do that job, and there is also as scheduler available
in the Control Panel).
